DATABASE POLICY |
There is no charge for child care programs to be listed on the CCR&R database and will not be used for personal use. The following are guidelines on who can be included in the provider database:
Licensed programs may be added to the database after providing proof of licensing. The Department of Children and Family Services through INCCRRA provides a quarterly update of current licensed programs. Upon their notification all licensed home and center programs may be entered into the database, regardless if all self-reported information has not been collected. License-exempt programs may be added to the databases after completing the current self-certification process. Basic criteria for home providers include that a provider must be 18 years of age; agree not to care for more than 3 children under the age of 12 including their own children; or if they are caring for more than 3, those other than their own are from 1 family; must not have been convicted of child abuse or neglect. (CANTS check completed) CCR&R will not monitor the home or center beyond the information collected and will call the programs periodically for updates to keep current on the business. If at any time a provider/program moves from License Exempt to Licensed they will need to contact CCCR&RC to update their profile to include their License ID number and Expiration Date. In-home & Nanny Services are not listed in the database and CC&R does not refer clients to In-Home providers. Data Collection: Program information is collected as required by Illinois Department of Human Services (IDHS) Additional local information may be collected based on CCR&R's discretion. Data Updating: Data is updated a minimum of twice annually for centers and quarterly for family child care homes and annually for part-year services is required to conduct a partial update of provider fees and vacancies. Deletion/No Referral of Providers Upon notification and/or verification by the CCR&R staff, any child care program with a disconnected telephone will be immediately moved to No Referral Status. The Data Specialist contacts DCFS to see if there is a new phone number on file when a provider cannot be reached. Data Specialist calls a new number if available from DCFS to make sure it’s a working number then changes from No Referral to Give Referrals. If the number is out of order the Data Specialist will contact per email and mail. INCCRRA will change the program to Inactive on DTP if needed. |
Referral Policy |
Providing quality referrals that meet the individual needs of children and families is the one of the main Core services that CCR&R's provide. John A Logan CCR&R does not make child care recommendations, instead consumer education on choosing child care should be the main focus. To limit liability and provide families with choices at least 3 referrals must be given. If three (3) referrals are not possible other options such as, in-home, should be discussed with the parent and information mailed in referral packet.
Discussions and written materials should be provided on child care options, quality indicators, costs, ADA laws, inclusion and eligibility of child care financial assistance, etc. Referral packets should be customized to the needs of the child (ren) and family. The following disclaimer shall be provided verbal during the intake process and in written form when referrals are provided in written form. DISCLAIMER: These will be referrals and not recommendations; we cannot insure the quality of any program on our database. We do not monitor the programs and the programs self-report the information we collect in our database, we do not go into homes or centers to verify the information they provide us. It is up to you, the parent, to make one of the most important decisions on the placement that best matches your child and family values and needs. We encourage you to evaluate and screen each program; we also recommend that you visit at least three programs so that you have a base for comparison. We will provide you with tools to help you identify what quality child care programs are. |
Training Policies |
Pre-Registration
You must pre-register for all trainings. Registrations must be received within seven days of the training date. Walk-in registration is permitted if space is available, but materials are not guaranteed. For most training there is a minimum of 10 persons that need to be registered for a workshop to be held or the workshop may be cancelled. How to register
CCR&R sends reminder calls before each training to help participants remember they are registered. It is essential that your phone number is correct in our system Updating your information CCR&R enters all training information into a central database which ensures training is credited properly and recorded on your Professional Development Record.
Payments Payments must be received within 7 days of registration. Registration is only complete when your payment has been received. Registration fees are only refundable if cancellation is made five days prior to a training or if CCR&R cancels. Late Arrivals/ Early Departures As per our contract with IDHS, to receive a certificate a participant must be in attendance the entire length of the training. A fifteen (15) minute grace period will be given at all training sessions. This grace period begins at the advertised start time. Participants will not be allowed in the training after the 15-minute grace period. To receive a training certificate, participants must stay until the trainer is finished. When CCR&R Needs to Cancel a Training We make every effort not to cancel trainings; however, some trainings may be cancelled due to: *Low registration, trainer illness, or inclement weather *CCR&R follows JALC policy for inclement weather; if the campus closes, CCR&R is closed. When a training is cancelled, CCR&R attempts to notify each individual who is pre-registered for training. We will try to give as much notice as possible and reschedule the training at a later date. When You Need to Cancel Your Registration Some training has waiting lists. Please let us know if you are not able to attend training so that someone else can take advantage of this opportunity. CCR&R Complaint Policy |
In the course of doing business with over two 3,000 parents and 2,000 providers, it is inevitable that the staff of CCR&R will receive complaints involving a variety of different issues.
Policy: All complaints received by CCR&R staff will be treated seriously and will be responded to in a respectful manner. Complaint information will be documented on the appropriate CCR&R forms. CCR&R staff should identify the complaint category and follow specific procedures in addressing the complaint. If it is a multiple complaint or if it falls into two categories the staff person should address the more serious of the complaints first. Fee Polices |
Each year, in cooperation with members of its Community Advisory Council, CCR&R sets fees for its ongoing services. In addition, special fees may be established for events or specific services.
Current Fees: Community Referrals: Beginning FY 11 John A. Logan College will not charge fees for community based referrals. Enhanced Referrals: Enhanced referrals provided by John A. Logan College will be provided at a cost of $125.00 per referral. Mailing Labels: CCR&R will provide mailing labels free of charge to agencies and/ or organizations promoting professional development or training opportunities. Training: CCR&R will provide a number of trainings free of charge. Fees for other training offered will be based on the number of training Hours provided, instructor cost, and college credit status Current training fees are as follows:1-3 hr. workshop or event$5.00 3-6 hrs. Neutral Entity

It is essential that CCR&R remain a neutral entity in the provision of all its services including:
Procedures: At the time of initial hire, all CCR&R staff will be asked to sign an Anti- Bias/ Anti-discrimination statement agreement which will be kept on file at the CCR&R office. These agreements will be updated each year. Additional training will be provided periodically to remind staff of the importance of providing all services without bias or discrimination. |
